Caplock Security is seeking a dynamic and experienced Program Manager to lead our support team for an upcoming U.S. Geological Survey (USGS) contract. This contract will focus on informing resource managers on issues such as aquatic invasive species, water quality and availability, wildlife disease, and restoration of fish/wildlife and their habitats. This position is a contingent hire, with employment dependent upon the successful award of the contract. This Program Manager must be located in one of the following states and will work remotely: Illinois, Indiana, Kansas, Kentucky, Michigan, Minnesota, Montana, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, or Wyoming.
Responsibilities and Duties
- Serve as the liaison between Caplock Security’s contract staff and the USGS Managers, ensuring contract objectives and operational requirements are met.
- Organize, manage, and administer the contract, recruitment, retention, track deliverables, and assignment/supervision of staff.
- Organize, direct, coordinate and schedule all Contractor support task and support functions.
- Formulation and review of project feasibility studies
- Review of work performed for all tasks
- Consolidation and submission of job estimates
- Implementation of standard operating procedures, security measures, safety regulations
- Recruitment of technical personnel needed for task order support
- Preparation of monthly, quarterly, and annual reports and logs.
- Maintain an automated system of tracking contract personnel, task orders, due dates, and financial data to be provided to the customer.
- Interface with Government management personnel and user representatives as well as act as the liaison between the Government and Contractor personnel.
- Exercise overall management responsibility for contract efforts, receive technical direction, and handle problems arising under the contract.

Qualifications
- Education: Bachelor’s degree in Business Administration, Natural Sciences, or a related field
- 5+ years of experience as a Program Manager managing federal government contracts
- Understanding of USGS’s mission
- Experience working directly with USGS is highly preferred
- Experience with supporting tasks, activities, and work in the areas of natural resources
- Certification: Project Management Professional (PMP) is preferred
Knowledge of:
- Environmental Laboratory Procedures & Sample Handling – Sample preparation techniques (extractions, digestions, pH checks) and analytical instrument operation for environmental samples per USGS, NWQL, and NELAC SOPs.
- Quality Assurance / Quality Control (QA/QC) & Documentation – QA/QC monitoring, electronic laboratory notebook documentation, and compliance with applicable Quality Management System (QMS) policies.
- Laboratory Information Management Systems (LIMS) – Batching samples, uploading analytical results, and maintaining data integrity throughout the sample lifecycle.
- Contract Laboratory Data Coordination – Managing EDDs, reviewing ASRs, and coordinating data submissions via SharePoint and JIRA ticketing systems per CoLab desk guides and SOPs.
- Regulatory Compliance & Safety Protocols – Federal laboratory safety, hazardous waste, and data reporting requirements under USGS, DOI, NELAC, and NWQL guidelines.
Pay: $115,000.00 - $160,000.00 per year
