Antrim County is now accepting applications for a full-time Plumbing Inspector in the Construction Code Enforcement Office. The pay scale is $27.90 to $28.70 per hour (3 year scale). The position requires up to 40 hours per week. Work during off hours may periodically be required. Minimum qualifications include a high school diploma or GED equivalent and a minimum of five (5) years of experience in the plumbing trade with two (2) years experience as a licensed journey worker or shall be licensed as a master plumber under the provisions of Act No. 266 of the Public Acts of 1929 as amended. Must also have a good working knowledge of the plumbing codes and be able to be licensed by the State of Michigan Bureau of Construction Codes as a plumbing inspector in accordance with P.A. 407 2016 within the first 30 days of employment. POSITION SUMMARY:

Under the direct supervision of the head of the Building Department, performs a variety of routine and complex technical work in plumbing inspection and plan review. Exercises considerable independent judgment in applying and interpreting the laws, regulations, rules and codes to specific situations. Serves the public both in the field and in the office by providing information on the codes and ordinances adopted by Antrim County, in order to facilitate compliance. Works with the office staff in order to facilitate an orderly permitting process and a smooth running operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Enforces current state plumbing codes adopted by Antrim County.

2. Issues correction notices and citations.

3. Performs on-site inspections of plumbing systems. Performs plumbing inspections of all plumbing fixtures examining for vent size, grade and size of pipe, the use of approved materials, devices, equipment and fixtures, and examines all joints for proper sealing to insure that there are no leaks, etc.

4. Performs water tests on all completed plumbing and drainage systems, examining for sealing and leakage, etc.

5. Maintains records of plumbing inspection activity, and completes related reports. Issues certificates and permits as appropriate.

6. Assists in researching problems and complaints regarding commercial and residential plumbing, plumbing installation and code compliance.

7. Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Maintains records and documents of customer service issues and resolutions.

8. Reviews proposed construction plans and documents to determine compliance with applicable laws, regulations and codes.

9. Interprets codes in the field. Authorizes acceptable alternative methods of code compliance within limits of authority.

10. Investigates code compliance complaints; resolves or refers complaints to appropriate staff. Recommends the initiation of abatement proceedings when appropriate.

11. Attends preconstruction meetings in order to explain inspection standards and procedures to architects, engineers, owners, contractors and developers.

12. Gathers evidence on reported and observed code violations and prepares necessary reports.

13. Testifies at hearings related to violations of plumbing codes, laws or regulations.

14. Attends required training for inspectors in order to remain certified as a plumbing inspector.

15. Checks sources to insure that persons doing plumbing work are properly licensed.

16. Performs all other duties assigned by the building official/department head.

OTHER DUTIES:

1. Assists in administering the permitting function, including application processing, fee assessment and collection, and permit issuance.

2. Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, and other interested parties.

3. Assists the Board of Appeals as needed, and providing required information.

4. Performs the duties of a plans examiner for plumbing, mechanical as needed and qualified.

Work is performed partly in office setting. Employee is required to travel to inspection sites. Most work is performed out of the office on construction sites or in homes or commercial buildings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee will be expected to occasionally walk on uneven terrain and negotiate other potential hazards of a typical construction site. Will also occasionally be required to negotiate crawl spaces and climb ladders.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

TOOLS AND EQUIPMENT USED:

Personal computer, including word processing and permitting software; motor vehicle; calculator; telephone; fax machine; copy machine; applicable manuals and books relative to the position; various hand tools and testing equipment for tests related to inspection of new installations and alterations of plumbing and drainage systems in public and private buildings.

REQUIRED EDUCATION AND EXPERIENCE:

a. Graduation from high school or GED equivalent, and

b. Five (5) years of experience in the plumbing trade, with two (2) years’ experience as a licensed journey worker or shall be licensed as a master plumber under the provisions of Act No. 266 of the Public Acts of 1929, as amended.

SPECIAL REQUIREMENTS:

Must possess a valid Michigan driver’s license; must provide own transportation for site to site inspections.

Must possess a journey or master plumber license issued by the Michigan Department of Consumer and Industry Services.

Pass a pre-hire drug screen and physical. Criminal history background check is required.

QUALIFICATIONS:

a. Thorough knowledge of current state codes or related general construction codes, and a thorough knowledge of plumbing; some knowledge of electrical work, carpentry work, cement work, or mechanical systems.

b. Skill in the operation of the listed equipment.

c. Ability to effectively inspect plumbing systems; ability to establish effective working relationships with employees, supervisors, contractors, architects, engineers, owners and the general public; ability to read and understand complicated plumbing plans and blueprints; ability to communicate effectively orally and in writing;

d. Knowledge of inspection techniques and practices; occupational hazards and safety precautions applicable to the work; investigative techniques and methods.

e. Knowledge of the standard practices, processes, tools, equipment and materials of the plumbing trade.

f. Ability to observe critically, plumbing installations or alterations, obtain accurate data and prepare reports.

g. Ability to work without regular supervision.
